I'd have to look it up, but I'm pretty sure he just has a tattoo of 69 lol. The little kid has a tattoo of 69 on his face in the present, that scene is just showing how he was affected by Kensei rescuing him as a kid (he's now the lieutenant of squad 9, same squad).
