Yeah that is the biggest gripe most people have in part 3. The author was forced to write for a weekly release at the time, so it is very much villain of the week for part 3. In the later parts when he is an independent writer it drags much less.

part 3 dragged soooo long for me the first watch. It gets better w every rewatch tho. It's exactly what you said - enjoyed it but a bit surprised at how episodic it was. watched it again embracing that and just focusing on enjoying the wacky journey and it was soo much better. the last like 11 episodes are when araki and the anime studio suddenly locks in tho, it's almost shocking.

Part 3 is about the characters, not really about plot progress. It is not a bit episodic, it is completely episodic. I also did not like at first but once I changed my expectations I loved this part.

I have weird feelings towards part 3, as it is super linear in plot progression and has a lot of stuff like you said in the middle that doesn't really progress stuff. But the final stretch is really good and when the journey is over, it really feels like a long journey with your friends comes to closure. Having said that, I feel like part 3 is my second least favorite after part 1 due to how slow some things proceed, but part 4 onwards really fixed that issue for me. Another factor is the anime kinda screws up the pacing, as part 3 is the third shortest manga story but it's the longest in the anime. Part 4 onwards are longer in manga but are compressed to 39 episodes so the pacing is better, along with the fact that the story has more turns and twists. Part 3 has some encounters that could be resolved quickly but are spread into 2 episodes. Also part 3 is just the introduction of stands so some of them are pretty basic. The beauty of JoJo's is that there isn't really a power system where you train to get stronger and level up, but people have unique abilities and the fights are about coming up with strategies how to use what ability you have to defeat the opponent, rather than the usual shonen train to get stronger

Part 3 is a little bit "Monster of the Week", I agree. Just enjoy the journey :)

The plot in part 3 doesn't progress a lot in the middle but instead the characters go through this journey of fighting different stands and going to new places. It might seem repetitive for now but when part 3 ends, you will feel more connected to the characters because of this long journey. That is why personally part 3 is my favourite but every part after part 3 is on the same level as part 3, except that the story progresses more.

When I look back on Part 3, what stands out to me is that by the end, you feel like you were on this long journey with the guys, and you get to know their characters well. Some episodes in the moment can feel like they aren't serving an immediate purpose, but at the same time, it would be hard for me to say to cut this or that out, because I feel like it all plays a part in the bigger picture with the payoffs you get.
