The reason Sengoku doesn't kill Ace himself is to uphold the reputation and decorum of the Navy. It looks pretty weak when you need to have your highest ranking / strongest general carry out a mundane execution against an opponent who can't fight back... just because you blundered and let a whole host of some of the strongest pirates in the world into your plaza. Using executioners and doing things by the book even when actively under attack maintains the appearance of the Navy's strength. Having Sengoku or an admiral execute Ace would be akin to executing a real-world criminal using an intercontinental ballistic missile. Does it get the job done? Yes. Does it send the right message? ...probably not.

[Spolier Warning] I'm pretty sure that they were using haki, like how marco was able to hit kizaru (similarly to how rayleigh was also able to), mihawk's slashes, boa hurting the pacifistas, sentomaru, etcit was said somewhere that we're seeing it through luffy's eyes and he isnt aware of haki yet so thats why it seems like some characters arent using haki

At this point of the story for me haki is maybe the only thing they kinda failed to properly introduce like, conqueror's haki is right on point, coming at a perfect time but there are others types of haki and you'll see later why it's was so poorly managed this arc will reveal it's biggest flaw. Still a goated arc but a huge detail makes no sense at all it's messing up the whole fight coherence
