Shoto encountered Dabi at the interrupted training camp and it was less of a fight and more of an ambush. As for Shoto not recognizing him, if he is Touya, Shoto did not know his siblings very well for awhile. It's possible Touya left before Shoto was allowed contact with them. Also, Touya could've drastically changed his appearance if enough time has passed, enough for even Endeavor to not recognize him. Especially if he was all wrapped up in Shoto and barely paid attention to the other three. *shrugs* There are alot of possibilities.

If you want to refresh yourself, the episode is called "A Tale From the Past" and was Season 2 in the 20s. Also, Shinsou is not in Class B. He's in General Studies and wants to be in Class A or Class B, which are both the hero course. His goal is to become a hero and to do that, he needs to get into the hero course.
