The curse was placed because of some other people so they need to be taken out for Rem to wake up. The witch that gave subaru the power to restart at death was a different one to the one that was in the sanctuary. There was a total of 7/8 witches and I think only 2 are still alive.

He basically admitted to it. The little girl Tasha is talking about is The Witch of Vanity. She is a witch, but not one of the well known witches taken out by the witch of Envy.
