No, EJ Tiger is right. AFO's brother had the ability to pass on quirks, but he didn't know at the time. The quirk AFO gave his brother was the ability to stockpile power.

No AFO's brother was believed to be quirkless, when in reality he had the hidden ability to transfer quirks; but because he didn't have any other quirks this was deemed useless. AFO thought he was quirkless and gave him the power of stockpile as a joke (because AFO figured that quirk would be useless. The two quirks (transfer + stockpile) combined and became OFA.

And all for one’s brother did have a quirk. It was the ability to pass itself on called One For All. He had it before his brother gave him a quirk.

In the first season before all Might passed one for all to Deku, he couldn’t sustain his (Let’s call it) battle form for a Preferably long time. Later in The show after the quirk was Passed on they started referring to one aspect of the power as a spark or flame I believe, and all mights flame was already dim due to his injury so I’m thinking he really expended the rest of his flame during his fight against all for one possibl meaning the transference of power was complete or the remains of what he had was now gone. But I don’t think multiple people can use the quirk at one time because it seems like it has to go to one person and how many strands of hair do u have to give out before you lose your power.

Welp... the heroes are in for some sh*t. P.S. The All For One quirk can steal and give quirks. It can't duplicate them. Ujiko, the old doctor, can artificially duplicate quirks in his lab, but that takes time.
