I think some of them may just be people with really dangerous quirks that are being kept in Tartarus for society's safety. Something akin to Shigaraki's decay. They kind of implied it in the when describing the prison.

2023-01-15 12:50:29 +0000 UTCI think the "LockLock" instead of "Rock Lock" error has to do with the fact that in Japanese they pronounce words/names that begin with the letter "L" with a rolling "R" sound. Sometimes in spelling, they replace the "L" with the letter "R". So when you look at the name "Rock Lock", you could easily mistranslate as "Rock Rock", "Lock Lock", or "Lock Rock".
