The MHA public has been spoiled by the Heroes doing everything for them, especially during All-Might tenure. They don't see Heroes as people, heroes are just instruments to protect them and fix society's problems. They don't see themselves as having any responsibility. Just like the people who say a bloody child-Shigarakii walking alone down the street and did nothing to help. Just saying, "a hero will be along to help you".

I think it was the last episode of S4 when Fuyumi and Natsuo were visiting her at the mental hospital. And I honestly forgot that Wash got a frying pan thrown at his head. I was watching the episode and when I saw was run up I was like “Oh yeah! He got a frying pan thrown at him!” That made me even more annoyed with the civilians when I first read it because wtf?!
