I don't think the gotei 13 is able to regrow limbs. Mayuri is the only one capable because he modified his own body. I'm pretty sure it was Orihime that fixed Soi Fon arm along with alot of others. Remember the reason given behind Yamamoto not having his arm fixed. He didn't want help from a human. This would apply that Unohana or Mayuri wasnt able to fix Yamamoto and regular healing kido can't bring back lost limbs and it requires some extremely powerful healing like orihime power or as we saw in episode 26 Senjumaru fabric cotton

Also that flashback in the beginning of the episode and the visions that Ichigo got while training showed the Soul King's arms and legs were cut off
