Laxus is a 2nd generation dragon slayer, but wasn't taught by one like Natsu, Gajeel, and Wendy who got their magic just from their training. His father gave him dragon slayer magic by lacrima and thats why the characters pointed out he isn't one technically as he wasn't trained by an actual dragon. Sting and Rogue is 3rd generation as they were taught by dragons and given lacrima by their dragons to boost their power.
