MsBlue's Skintone Set v.3 update

Skintone set has been updated to the latest game standard including LRLE image format that provides better display quality.
All sunburn textures were reworked to use different burn masks instead of the single one used before. This results in different (and more correct) look of sunburned skin depending on skin tone.
