Miles Borne talks this way because he is partially deaf (the first in WWE with this condition). He was born with persistent pulmonary hypertension of the newborn, the treatment of which resulted in hearing loss. As a child, he used hearing aids and an FM system to help him focus on one person and read lips.

If you ever get the chance: Awesome Kong vs. Gail Kim was one of the best Women's rivalries ever.
