The water fountain sucking was definitely a thing in elementary school when I was growing up. I avoided them because of it. Even in middle school sometimes. By high school, nobody was doing that. I think. I hope.

At the time, she wasn't the familiar name that she is now, and this is a role that helped her get much better known. The actor you recognized from Ocean's 11 as the leader of the senior citizens is Carl Reiner. He goes back to the early days of TV as an actor and sketch comedian, and went on to success as a movie director. His son Rob Reiner is perhaps even more successful as a movie director (The Princess Bride, for one).
