Update on Color sketches for Canine ($10) tier upward

We update the algorithm to select patrons to be drawn. Each week select (2-3) with these criteria:
First selection, we will keep sequential for now until it reaches this reply July date. right now it is behind by 6 months. ( Will be removed after)
Second selection, Weight randomized based on how long (weeks) you last get the art or joined.
Last selection, the longest wait ( So if you are unlucky you can still get an art in a reasonable time frame)
This way everyone shouldn't feel left out and it should be more fair for all supporters. There were the case where patrons have to wait more than a year to get an art, because of the RNG god doesn't seem to favor them.
