I think I finally thought of a way to explain it once and for all! lol, I'll bring up a combat talk one more time before the next encounter and I'm sure it will finally all click! :D It's either all movement is getting into cover, or it takes some kind of purposeful act. I think I've got a great explanation though so I'll see what everyone thinks before the next combat.

@54:50 this is peeking behind the veil a bit but this is one of the issues with RPGs and just games in general. We always want to make the most optimal move and IRL we would expect someone in combat to always take cover after whatever action they take. The issue is that we are playing a game and games need to have interesting choices. If one action/thing you can do is always going to be the most optimal choice, it ceases to be an interesting choice. In almost all situations, taking cover after doing an action is always going to be something the player wants to do. The reason 'cover' and 'call for backup' are two separate actions is because it forces the player to make a choice. Do I prioritize my own safety or try to call in the big guns? Realistic? Not at all, but that's just how it is.
