Originating from Japanese Lolita culture, boots like these were quite popular in China about a decade ago and may have fallen out of fashion.. and then back INTO fashion. I've always had a soft spot in my heart boots like these, as I once gifted a pair of similar ones to my first girlfriend and remember loving the way they looked oh her.

The pair I prepared for you today is from this following reference:

I tried my best to stay true to the reference but had to make a few adjustments to accommodate the quirks of the heels mod and the HS2 body.

The boots have four color zones, with the fourth controlling the metal parts. This zone is adjustable through the material editor. The lace trim is toggleable through the "option 1" check box in the shoes selector. Thank you @Samsara for the suggestion.
