Hair had great significance in ancient China, with some Confucianist beliefs holding that it is a gift from one's parents, and must never be touched. Criminals often had their heads shaved, and wars sometimes took the topknots of people as an act of subjugation or banishment. These beliefs about the real life culture greatly inspired the Fire Nation's culture and lore. In Zuko's case, his shaved head save for the last bit in a ponytail (known as a phoenix tail, i think, actually) represented how he lost his honor upon being banished. Then, when he cut off his own topknot, in Fire Nation culture it makes him completely honorless, a ghost among his people. It is Zuko's way of rejecting his homeland, and Iroh follows suit. You can always let down your hair, and tie it back up as needed, but if you cut that hair at it's root, it's let down for months if not years, a point of no return, at the very least, not in the same way things were before.
