The memory bled into a dream. The voice hasn't been haunting Percy his whole life. Just since the series started. As you can see after the scene he wakes up with a start.

They really show the contrast between Percy who grew up with a caring parent and therefore sees how messed up the gods are and Annabeth, who was abandoned by her human family and feels comfort in having clear rules when it comes to the relationship with her mother and gods in general.
