Re-watching the whole series again with S&P, I really appreciate how restrained and patient the show creators were in introducing Marco. It is impressive how well details fit together across episodes and seasons.

As others have said, it's important to remember that Avasarala had a *third* option. She could have have not performed a strike option at all, because the UN (and the OPA) only had very limited intel that Marco was even on that ship. So she is actually acting pretty rash. During the UN meeting, the General specifically asks if anyone ever actually saw Marco on the ship, and the intel woman says no. And in the last episode Ashford suspected that it was very unlikely that Marco would be careless enough to be caught again, since he now knows there's a price on his head. The smarter move would have been to wait it out, even with the risk of the ship going dark at some point. Avasarala may have chose the better of the two strike options, but she only picked a strike option at all because she "wanted someone's head on a spike." That's what she is ranting about in the first scene. She ended up over stepping on limited intel, and thus seemingly fell right into Marco's trap.
