It is legal to purchase former police vehicles for private / personal use. But it has to have all the police equipment removed and the livery covered up. When I was car shopping last fall I test drove a Dodge Charger that had been a police car. It still had signs of the police equipment (where it had been stripped out) but the light bar was gone as was all the other equipment
