Another thing about District 13 that they don't clarify super well in the movies is that part of the infrastructure did exist prior to the Capitol bombing the above ground structures. Since that time, the survivors from 13 had continued to build the district further below ground. Additionally, I believe there were some smaller attempts at rebellion in the last 75 years since the original destruction. So the Capitol knew originally there were some military aspects of 13, thought they had destroyed it, but knew of some original blueprints so that is why Coin said they were operating on outdated information.
