Also, considering the passage of time here, Amagi's been with him since he was what, five? Technically, she's an older model than the newer maids. That may also be a point of frustration for her. Lastly, notice that the maids were multitasking. They were working while having a conversation over their network. This is a significant hint that the AIs are all far more capable, including having emotions, but actively hide it externally. They go so far as to act "robotic". Amagi demonstrated that when she turned exactly 90 degrees on her heel and walked away. I'm not sure what that means for Amagi, since she's an older model. Maybe her body doesn't allow her to be as expressive as the new maids. But I thought today's episode made it pretty apparent that they're fully sentient, if only on their private maid network.
