That in tandem with the beach section, where he literally wont even accept being her boyfriend felt like he doesn't feel like he's even good enough to have that standing with her, but with carol it doesn't really matter because to him she's just another girl.
But misuzu is def right when she says that Jun doesn't see Tomo as anything but a girl now, but he's still too stupid to realize he likes her. Boys are so stupid help.
