So if you are correct about Jinshi not being a eunuch, there is only one other category he can fall into. Part of Maomao's point towards Jinshi about him possibly having to kill her in the future if she makes a mistake and Jinshi saying he wouldn't do it was that Jinshi may not have a choice. If the Emperor orders her death for whatever reason or her death was required to appease someone higher up than Head Eunuch Jinshi, it would fall to Jinshi to carry it out whether he wished it or not. The scene was really meant to convey to Jinshi how different Maomao's world view is when compared to his and also to drive home her world view to those watching the series.
