The reason Yukino is upset is because her sister said that she never does anything herself and always relies on others to help/save her. So she tried to run for president even though she didn't want to and Hikigaya saved her, which made it seem like her sister was right and Yukino just relied on Hikigaya to save her again instead of doing anything herself.
