I also think Yuki's sadness and just- giving up behaviour is coming from her genuinely not knowing how to help Hachi anymore. She even brings up the fact that, hey I've never been able to stop you, and clearly you dont need my approval, so why are you saying sorry. I think she's getting upset with the fact that he always acts alone and believes he's alone.
