He knows Kushida is a lot harder to take down. She would have never gotten the votes required to remove her in this test. She's to popular - fake or not. The only reason this worked on Yamauchi is because of precisely what Horikita says... He's academically weak, athleticly weak, and actively sabotaging the class. Once that information is out it's unquestionable that he would be voted by almost everyone if not literally everyone in the room. Kushida, even if she was exposed, is simply popular enough that not everyone will believe whatever slander is pointed at her. This is actually somewhat demonstrated by the scene in two ways: 1) There is a brief moment where Yamauchi foolishly tries to turn it onto the "center" of the whispers, Kushida by blaming the fact shes the one most of them talked to get this plan. The people promised *Kushida* they'd vote Ayanokoji. As soon as there was the slightest hint of her being the deteriment to the class and Horikita turned the "classes" ire on her she just immediately "played her act" and basically nobody switched to her. Because of course they wouldn't. 2) This is also demonstrated by the moment with Hirata. He literally acted "Completely out of character" and tried to turn the entire class against Horikita because she is, in a way, doing exactly what Yamauchi did in telling the whole class to target 1 person insidiously. Hirata's points are not false. It is extremely fucked up what is happening here, regardless of the choice. But Horikita wouldn't get voted out here for 2 reasons. The first is that Hirata can whine all he wants. But the fact of the matter is that someone is going to get expelled. Class B prevented an expulsion only by using *THE ENTIRE CLASSES* private points (Becuz Ichinose pools her whole classes points to have ~15 mil) and the *ringleader* of Class D's points (Ryuen's points) to even BARALY make that threshold. The only class that could feasibly pull something like that off by themselves would be Class A... and it would still need to pool most of that class. The second reason Horikita wouldn't get expelled is because she is factually smarter, more athletic, and overall more useful to the class. Especially when you factor in facts like the overall classes' perception that Horikita is the reason they got through the first 3 - 4 exams unscathed. Even if they don't like her (which many of them don't), she is still - at the end of the day - looking out for everyone in the class.

And having it be someone who’s not as useful in the classroom is better then getting rid of someone useful, everyone plays their little roles in here,kushida, hirokita,karuizawa,sakura, even sudou and koenji have contributed and this school is about taking over classes and surpassing them. Yamauchi was useless this entire show up until he bumped into sakayanagi and she used him.
