I believe canonically Aqua's luck is so bad she cancels out his good luck entirely. Just being near her is enough. Also as an aside, literally almost everything bad that happens is directly or indirectly Aqua's fault, as will become more clear as the series goes on. Even things that you think, there's no way this will tie back to Aqua, she somehow caused it.

Her luck is so bad it negates Kazuma's Good luck or runs parallel to it, so his good luck worked in the sense that it didn't go to a dense population like Wiz was worried about, but Aqua's bad luck also worked by making it blow up a noble's house

Hell, the fact that they got that mansion might have been a strike of good luck. He just had to exorcize some spirits to get it. Our buddy Kazuma always has to go through some ordeal in order for his good luck to shine.
