Tywin told the mountain in season 1 to burn the river lands from “gods eye to the red fork”. Which encompasses nearly the sum of Tully liege land. It’s supposed to show how ugly war is. It’s Tywin punishing caetlyn’s family for helping the starks. Stuff like this is why the “brotherhood without banners exists”. Burning that area has affected all of Westeros and caused famine. Which is why kings landing small folk were starving before Tyrell’s helped. It was smart for war to starve the enemy, but dumb for Tywin to burn one of the regions that produces a good portion of Westeros’s total food right before winter.
