You can get the gift in the gift shop of stormwind, you'll see a new dialog option with the vendor. The orange jockstrap is something you can steal from Lee's house once you are able to go there after giving him the gift.

I just had the Scene with him asking me for a gift at this home, but had none and I have unlocked all of Phase 1 in the current version (6.4) I can access. So, I'm a little confused since none of the Vendors offer it - is it something I get at the Gym/in the Park at some point?

EDIT: and literally a few minutes after I posted, I figured it all out. So disregard everything after 'amazing update' (that bit most definitely still holds true :-)!_
