My top 3 villains that have appeared so far are Joker, Two Face, and Mr. Freeze, with Harley Quinn and Clayface rounding out my top 5. I’d say Catwoman too, but she’s really more of an antihero or reluctant hero than a full villain in this series (and most Catwoman stories from the past 30 years or so) as showcased nicely in this episode.
