Oh the difference between Phil and a normal person is that Phil became enlightened and he could see the world in a very different way that a normal person doesn't see. You could say that the world "appeared" to him as the same day. This is what it means to know everything, it was only applicable for one day but it is still the power of "a god" as he put it. Yet Phil is a normal person and therefore another person could have an avenue to this same knowledge and solutions. In the end the gift was taken from Phil and so he became like us again and we're left to ask the question of ourselves what would we do? But in the end the answer reveals itself as why aren't we doing it? If the summation of one life is like another, then we are also Phil, or that we could be and do as Phil... whether we have the excuse of having been enlightened for one day or not.

here is a thought - could we make a comparison to our own lives? Don't we get up in the morning almost the same person every day? Perhaps going to work daily and it's almost the same every time, the same routine. The movie could be a representation of a normal life or an unremarkable life. Phil was not the same each day, he changed daily perhaps slowly - not much different from a real person's life. It is only the world outside for him that didn't change, but he could change. This could be an allegory to the idea that we cannot control the world, we only control ourselves. Whatever challenge the world gives each day it doesn't matter what it is, we can only meet it with what we have made of ourselves.
Hmm, maybe.
Or to put it another way, did you want to do something? And like Phil maybe you need many months and many years of the same routine before you will do that something?
"Is this what you do with eternity? I don't know maybe this is actually a good thing." "My you're an upbeat lady." And it was after this that Phil pivoted and started doing things differently.

Ah I decided to rewatch this... or maybe it was the first time as full reaction. I know I watched the youtube version. It's always fun to comment on the questions,
He was reliving the same day for years. He watched the same movie 100 times, he took 6 months to practice throwing cards into a hat. (He was stuck in town because of the blizzard all roads were closed).
The ice sculpting I would really like to do that. You'd need large chunks of ice, probably a cold place to live where you could do the work outside. It's not something to easily get into. I learned piano myself. Harp would be fun to learn.
So this movie can spark a lot of philosophical questions... you know about the nature of things, about meaning and purpose. Is there even free will (that could come later).
