The scene where Stewie flies and then lands on the mailbox before saying "and now...here's something we hope you really like" is a reference to a cartoon called, The Adventures of Rocky and Bullwinkle and Friends, that aired from 1959-1963.
It was about a moose named Bullwinkle and flying squirrel named Rocky, who went on adventures while trying to evade --or thwart the plans of-- two Russian spies named Borris and Natasha.
Rocky would say what Stewie said when they would cut away to a story with alternate characters in a seperate story from Rocky and Bullwinkle. Generally, it was an intermission episode because the Rocky and Bullwinkle story would pause on a cliffhanger where they were in danger of dying or something.
After they sidestory they'd go back to the conclusion of the Rocky and Bullwinkle cliffhanger.
