Of course he is binding her. He is achiving two goals at once. 1. Bowser will not kidnap her if she is already kidnapped. :P 2. Mario realized than She likes being kidnapped. Thats why she is in so many games victim to Bowser. She can't handle happiness. Her beloved hero tied her- finally.
