It was assumed that the force sent between Japan and Korea was overkill by a long shot. Nobody knew about Beru existing. If he didn't exist, they handle that whole mission easily. So Jinwoo felt it unnecessary to leave his Mom who had just woken up, for something he wasn't needed for. Even still, he put shadows on key members he thought worth protecting in case things went south. He was as prepared as he could be for what happened. In no way should he be blamed for not being able to predict the future.
