I sort of felt like if you give Chris a pass for the killing he does in this episode then why not his brother? Some of the kills Chris did were brutal and probably unnecessary.
If you use Chris violence as a measuring stick the only major difference I see with the helicopter is the possibility of collateral damage to civilians. I have no way of knowing if Keith planned how and where the helicopter would crash or not. Maybe his suit let him calculate the timing and trajectory of his attack to make sure he helicopter didn’t crash into civilians.

That never crossed my mind, we had just seen peacemaker take a bunch of guys out, and one with two pencils, seeing that helicopter get taken out didn't seem so bad to me.

Also, we could argue the same for Chris, he could've kept these guys alive for questioning.
I feel like that helicopter scene was just poorly written, mainly the crashing helicopter in my opinion.

Okay, in retrospect, I agree with the taking down the helicopter thing being a mad move, because it was obviously careless and people may have been hurt by it crashing it down, and like you said, they probably could've given info on where the others are.
My other reasonings, however, are slightly different. These terrorists didn't seem like the kind of people who'd let themselves be taken alive. These guys were literally running across a park with explosives loosely carried around their bodies. With that little regard for their safety, let alone the safety of civilians, Peacemaker killing them was the best call. Non-lethal takedowns aren't exactly his schitck to begin with anyway. He may not have stopped the bomb in time otherwise. But yes, for the helicopters Keith probably should've just let it be tracked back to where they came from. Just so that they can maybe stop the next attack from happening.

Also, something is off. I didn’t notice before but after watching a breakdown it was pointed out that there are no people of color or any other race in the background except white people. That’s weird as well.
