Shigaraki doesn't believe that Hero Society can properly exist without it inevitably leading to people getting ignored, hurt, abused, or forgotten. He doesn't wish to build a new society, he genuinely just wishes to Destroy it all and believes that everyone should live on their own terms, without societal government. His goal is to entirely destroy Japan before flattening the rest of the world and creating a peaceful Horizon where only he and his friends exist.
