New Order is destroyed because it opposes other quirks. So when Shigaraki tries to use all for one it breaks down rather than interacting with it.

Good stuff, also - I don't know what your schedule is like in terms of reactions, but since Bleach is ending soon for you, I'd like to recommend that you pick up Kaiju #8. It's got a blend of comedy, action and slow burn romance that I'm fairly sure you'd like.
