Urahara seems like he never sacrifices others for the good of the Sereitei because so far his gambles work out. He almost cost Rukia her powers if Aizen hadn't interfered and is constantly enabling Ichigo and his friends to travel to dangerous situations (granted they ask for it)

Askin is lowering how much blood you can lose before that lethal point is reached. Lowering it to the point he has to much lethal blood in his body. If he was to rise it that means he is rising how much blood is lethal. You have to remember what is normally considered lethal. Losing blood is considered lethal so he rises how much blood you can lose before its lethal. Meaning you can lose more blood before it becomes lethal. But in this case he is doing the opposite. Your own blood is becoming poison. Askin himself does basically break the 4th wall and let you know his power is hard to understand lol. But it's not a mistranslation. You just have to really think about it. His power is cool and very unique
