Skirming is not a daily, weekly or monthly occurrence. A combatant can go very long periods without so much as seeing an enemy unit, let alone firing their weapon for the company.
In The Outer the units are generally off the regular cyclic tasking schedule where they move from Standby, to Static, to Patrol and onto periodic training.
