Patreon tiers update

Reworked some of the tiers here.

 Tier 1($1), the sketch tier, remains as is. 

Tier 2($5), the finished works, alts, poll and char suggestions tier, goes down in price to $3. 

Tier 3($10), the WIP tier, goes down in price to $5. 

Tier 4($15), the hi-res+time lapse tier...

Paused the billing for october

I've paused the billing for my patrons for october, so I can catch up with raffles and sketches I owe you all without lagging behind again.
