8 layer PCB. Having more PCB layers CAN help reduce the impedance of power planes. Which can lead to lower VRM+PCB operating temperatures and better voltage regulation.
Extra PCB layers can also help with RAM overclocking.

The idea for these timings is very simple. Just slap them right on top of the XMP of your SK Hynix 16Gb M-die based dimms in a single rank configuration. They will also work for dual rank they just aren't dialed in since all the dr and dd timings are on auto.

The Asrock RX 6950XT OC Formula has the most powerful PCB of any RX 6950XT. I say powerful because IDK if it has the best voltage regulation (that requires o-scope measurements) and it has no board protection fuses so in the unlikely event that it suffers a VRM failure it could be far harder to fix than some other 6950XTs that do have fuses.
