The Breen are a very mysterious and powerful race and in terms of what Star Trek knowledge Gothic has access to, Gothic is largely in the dark on the deeper truths about them. Remember he came to the Star Trek universe from his dimension in 2016, so he doesn't have any of the information from the newer shows.
